Below each member's pic, there are icons of small people. If you put your mouse over the icons you will see the friend request. I added a photo below with an arrow to the friend request icon.
For some reason I do not see the Add Friend option either. At one point it worked for me, though, because there was a time when I was able to send friend requests.
